Ok, so i have just finished building a smiter using Pougee's Uberkiller Guide (http://forums.diabloii.net/showthread.php?t=370389) but have ran into a number of problems including buying the wrong equipment and it costing me a fair amount of money, so here's my final uberkiller and how to make him yourself. It's short, it's simple, but it works fantastically.

Stats :

Str for equip
Dex for max block
Vit rest
Mana base

Skills (train them in this order) :

20 Zeal
20 Fanaticism
20 Holy Shield
20 Smite
Prerequisites
Rest in defiance for extra defence, or Sacrifice for zeal damage - up to you.

Equipment :

I will list possible alternatives to what I have, but mine works fine. Equipment is in order of best to worst.

"Black" runeword scourge (40% Crushing Blow)
switch: Demon Limb, Baranar's Star, Death runeword, Call to Arms
HoZ um'ed, Alma Negra um'ed, Griswold's (pdiamonds), Elite paladin +resi shield 4 socketed pdiamonds (for 100+ resists)
Guillame's Face um'ed (35% Crushing Blow)
Guardian Angel, Enigma/CoA (for the very rich), Duress runeword
Goblin Toe (25% Crushing Blow, resulting in 100%)
Dwarf Star + Raven Frost, or Dual Ravens
Highlord's Wrath, Seraph's Hymn, Mara's Kaleidoscope, Metalgrid
Dracul's Grasp (% to cast life tap, NESSACERY)
Inventory loaded with Life charms,, FHR Charms, +Max +AR charms, Resist Charms, Offensive + Combat skillers, +Dex charms, Anni if you are not hunting Dclone, Pala torch if you are uberkilling as a service, or baalkilling.

Merc : Heavy defence armour, Bonehew/Reaper's Toll/Infinity, CoA/Veil of Steel/Vampire Gaze

Have an act 2 nightmare defiance merc. Defiance adds a HUGE defence bonus

Short but sweet levelling guide : I used full sigons and junk weapons (later on got a zakarum's hand) up until I could use my final equipment, it's very helpful at lower levels - carry some +cold and +light damage small charms, they will help to take out enemies on normal.
All of my levelling was done on baalruns (except for up to level 25 or so which was tombruns and just playing through act 1) so i recommend you do that. I moved from normal to nightmare at around level 50 and nightmare to hell at 70 or so.

Technique : Pretty simple, run into the portal and zeal packs of enemies to death, then smite the ubers until they die.

Most ubers die fast with this build, crushing blow takes down the most part of their health and then you're pretty much reliant on smite damage to finish them off (unless you want to switch to zeal, but i dont recommend it)

Feel free to crit this guide, but it works for me - and besides, it's a damn fun build to play.

Black Scourge is too slow for a zmiter, it needs 40IAS to hit 4fps zeal and with your setup you only have 35IAS so you're still bounded to 5fps zeal. Damage is also on the low side.

My take: Heaven's Light is arguably a better choice than black, decent CB and easily hit final bp for both zeal and smite (without highlord that is)

Wow, that's the kind of gear that I want to see for a Uber killing guide. I did it slightly differently with ~same cost, and it works. A few things to say about it:

100CB is not necessary. I find that 60ish is more than enough. Sure, they might do down a minute slower, but who cares?
Black is not good for general PvMing or zealing in Trist. I would also recommand Heaven's Light, or Stormlash.
1 thing to add on switch, life tap wand. I find it useful. Helps merc to stay alive against Lister at the very least, and you don't have to wait for dracs to trigger.
There is also Kira's Guardianship, which I have used, if you really need that resist.

killing speed is important when you're not as defensive as you could be. Black isn't good for PVMing, hence the weapon on switch - and life tap (aswell as life and mana leech) comes from draculs, not a wand, meaning you can have a weapon on switch. small price to pay.
Kira's, yep, you're right, but i still recommend 100%CB
as for attack speed, just stick an IAS jewel in guardian angel.

I really don't think some of those items are for the poor or semi poor.. Also, if this is for the Ubers, the Defiance synergy is moot as they are monster lvl 110 and will hit you alot no matter what. Defence is an all or nothing option in my exp. Sacrifice would be the way to go imho.

You do have some good good cheap options such as Goblins etc, but Dracs, Cta, CoA are not cheap by any means sorry.

Smoke, Rhyme, Rockstopper, Crescent Moon Pb, Duress, Goblins, Goreriders, Highlords and such, would be more suited to poor to poor/semi poor..almost forgot SoE. Black as you sid is nice as well but ias is the issue. You can shop for wands with Lifetap charges as well if you cannot get Dracs. A good pair of gloves is LoH for 350% dmg to Demons. There are many options that are relatively cheap that we have not covered, but lets leave some stuff for others to play with ;)

Fleshripper is a nice weapon as well..someone mentioned Stormlash which imho, is the best pvm weapon period, but it's not that cheap..

Good job otherwise though :)

It's important to precast Life tap with wand charges. Lillith will kill you in few hits if you dont get the life tap going on time. Same with the big 3.

Dracs are WAY cheaper than a HoZ. I can get it at ~same price as gores on West, or maybe a little more......

Also, you pick which ones you can afford on the list. The cheap ones should do the job, since I am using stuff about that price myself.
