I don't see why you'd even consider anything without +2 skills if your a fireclaw bear. Unless you're extremely poor.

What kind of bear? PvP or PvM? For PvM, any of those options are good enough. Duress would also be good for pvm with the resists and CB. Don't know how expensive the new druid armor runeword is to make, but that would give +2 druid skills. PvP is pretty much limited to Enigma or expensive niche gear.

I would choose lionheart, because this armor just plain rocks. Cheap, +30 resists, +all stats, what more could you want?

If you can afford it, I wouldn't even consider any of the other options.

Except perhaps 4 socket armor with 4 fire facets like Ink suggested, although, I would think you could just get away with 1 in your helm / shield. You'd really have to do the math to see which would be better.

honestly id go with these two:

lionheart : just sexy mods
duress: ultimate bleeder with resist and fhr! i prefer duress and would use it even on an expensive bear.

Really depends on build other gear and what your fighting.

But also ... dont discount eth valor

I use enigma for the +2 skills, DR, FRW (very importent for pvp) and ofcourse the massive life boost (from strength en +% life)

But maybe it's to expensive.

I've voted lionheart as well.

Anyway i find the question formulated in a poor way. Knowing what the rest of the gear is, is the key to correctly choose the best armor.

If u lack resists and aren't wealthy smoke is the best. If u lack resists and are wealthy CoH is the best etc and so on.
