OK I'll try my chance in the Statistics forum :p :

Let's assume I'm a Paladin, and I have :

+9 to All Skills
+2 to Combat Skills
Level 20 Hard points in Holy Shield
60 Dex from various equipment
Upgraded Zakarum
I'm level 93

How much dex do I have to invest (knowing that a paladin has 20 basis dex) in order to reach the 75% block cap ?

slvl 31 Holy SHield gives a +37% chance to block.
An upped HoZ has base blocking of 82%.

Assuming you don't have any other gear on that affects blocking (Safety amulet, some armours) that is a total of 119%.

Dex for 75% blocking = 15 + (150 * clvl / total blocking) rounded up
= 15 + (150 * 93 / 119)
= 15 + 118
= 133

So you'll need 53 more from stats on top of your 20 base + 60 dex from equipment.
