Is this a bug?

Yesterday when I played in a Hell game, I went to act1 Akara to buy some potion, and her inventory was the same as the one in Normal Act1 ! Postions were all little bottles. I was quite surprised. I checked again I was in a Hell Difficulty game. I then checked other vendors in Act5, Act3, they all have super potions.

Is this a bug?

i dont think its a bug, probably just a one time thing, a lag or something. U should check it again in a new game and then i think it would be the normal thing

What character level are you?

Edit: The reason I asked is because if your too low in levels, then the vendors will sell lower stuff. I don't know the exact level restrictions for Hell, but for NM I believe you need to be around lvl 30 or something before the Act 1 Vendor sells Greater Healing potions.

I have a lvl 1 mule in Hell, and the vendors in Act 1 just sell Minor Healing and Mana potions.

Do note though, that it applies to all the Acts in hell. If your below a certain level, then Act 2 Hell will just sell up to light healing potions, Act 3 will sell up to Healing potions, etc.

From personal experience:
if you bring a low level mule to hell, and open the trade screen with a vendor, they will only offer minor potions. If the higer level opens the trade screen after that, he is also offered minor potions only. However, if you switch to another act and the lower lvl char did not opend the trade screen to the vendor trading potions in that act, then you will be able to buy super potions.

Don't you have to be level 20 to complete normal ancients?

Yes, but you don't need to complete the ancients quest in order to complete the baal quest. If your partied up with someone else who also needs the baal quest, when he gets it, you'll get it, as long as your in Act 5. Just make sure that the other person who needs the quest is in Baals chamber when he dies though.
