if i am in normal druid form and activate cyclone armor, then i chage into werewolf, i can still see the armor around me, is it still active?

Welcome to the forums...

"10 chars" is an expression used to "fill empty space" in a post, as you cannot submit a post without at least 10 characters... So, in short, if people need to submit short replies, they just use "10 chars" to fill the rest of the space needed to allow a reply to be posted.

and I was thinking he was referring to binary lol.

the other day I saw a post wich said: no. 10 chars.
I thought about it and then realized 10 was 2 in binary.
so the post yes. 10 chars. was slightly mystifying. Thx for clearing it up!
