It seems like DTalon's speed no longer depends on the weapon speed. I tried using DTalon with a claw, and then with a maul, and saw no noticeable difference is the kicknig speed. Can anyone confirm this?

You need to check again. There is a very noticeable difference in kick speed with a maul and a greater talon.
