I am wondering, what is the level requirement for being able to gain the benefit of a + skills Grand Charm?

It should say on the charm itself, but from my memory, I believe it's 42. But it depends on the charm and if there's any secondary bonuses

Plains are lvl 42.
If you have a VITA life mod, it can go up to 69 (I think)

It would depend on any secondary mod. The highest I have seen is 63 but 69 sounds right for highest possible. Vita or high elemental damage mods would push it higher than 42. You can get that with other things such as +max damage like so.
