Is it true that after level 20 the Oak Sage no longer adds life? So if for instance, I get +3 all skills, with end gear, I only need 17 points in Oak Sage?

That was in 1.09, in 1.10 the spirit bug has been fixed and you receive the full bonus after level 20.
