Chance to Hit

100 * AR / (AR + DR) * 2 * alvl / (alvl + dlvl)
AR = Attack Rating; alvl = Level of Attacker; dlvl = Level of Defender; DR = Defense Rating

if i have ignore target's defense then it would become:
100*2*alvl / (alvl + dlvl)

so if i am lvl 90 and fighting a lvl 90 monster than i would hit him 100% of the time(but only max 95%):

100*2*90 / (90+90)
100*2*90/180
200*90/180
200*0.5
=100%!!!

so is this accurate, if it is why bother with dexterity (only for weapons and defense of course) and also what is the purpose of eth runes (-25% target defense) even if i have 4 eth runes, i ignore target defense rune would suffice wouldn't it, is this logical?

It's accurate, but ITD doesn't work against players and (act) bosses, while Eth runes (at half effectiveness) still work. Jah runes are incredibly rare in normal play, so it's really not that surprising that it can be that good.

when you say bosses, do you mean all bosses or just the big ones, andriel mephisto.. etc. and when you say half effectiveness, what if i insert 6 eth runes into 6 socket sword, would that be 150/2=-75%target defense? or do you mean the most is -50%target defense? thanks

Bosses as in Blood Raven/Griswold/Radament/etc, as well as the act bosses.

-% defense from items is halved against those bosses. There's no cap.
