Faster Run/Walk Small Charms

Noticed recently I haven't been finding any 5% faster r/w scs, but in their stead, I've been finding 3%ers. Any idea why they were toned down a measly 2%, and if 5% still exist?

Never saw 5% frw sc!
3%frw are max on sc!

Maybe that was differnt in previous patches!

in 1.10 they got changed to 3% instead of 5%

Really, in 1.10 they removed the minimum cap on frw from any source. in 1.07-1.09, small charms were always set to 3% frw, but that got automatically bumped up to 5%.

They are still bumping around on nonladder, if you look for them. I have one that has 5% frw/8 mana actually; I got it as an add-on in a trade for something more significant. I don't think they are worth all that much unless they have some godly second mod like resist all, fhr, 7% mf, etc.
