Question about charges on rings affecting skills....

I keep seeing peolpe saying that charges on rings synergise with with skills, how does this work?
I've tried putting on a lvl 4 firebolt charged ring and checking to see if it alters my firebolt damage and nothing changes on the display. Can anyone enlighten me?

For you to take advantage of the charged synergy bug or feature (depending on your perspective), you must have no skill points invested in the skill. In your case you have a ring of firebolt with lvl 4 firebolt charges. To gain synergies from this to fireball and meteor you would need to have no points invested in firebolt. For the purpose of your example a barbarian using 2 items from Trang's set will get the lvl 18 fireball skill. If he were to equip a ring like yours the firebolt charges would synergize with the fireball skill granted from the set items.
