Seeing as it can get any affix in the game assigned to them:

+3 to Page Skills (18 varieties)
Bahamat's
Chromatic
Godly (though rares can get it five levels higher)
Artisan's
Jeweler's

And those are just prefixes. Suffixes are much more complicated, but the more popular magic-only:

the Squid
the Whale
Life Everlasting/Amicae
Luck
the Elephant

And a few others. Jeweler's/of Luck is highly prized as three ISTs will raise a max suffixed tiara or diadem to +110% Better Chance to Find Magic Items, the highest for any hat (circlets and coronets only get two sockets max). Get two and you're an MF gawd.

If you run out of Baal charms to reroll, use this until you get something useful.

Actually only these two prefixes that is useful of those you listed, 3 sockets and paired up with the suffix "of the whale" and you are set. Godly is not useful prefix since there is so low base defence on circlet class headgear.

you can buy ilvl99 circlets from a gambler if you have a lvl99 char, so i cant imagine it being worth alot. if they are, i can produce hundreds a day! :)

Chromatic is a prefix, so are Artisan's and Jeweler's, and all three are magic-only, so there'll be none of that. Also, 30 strength can be gained on rares now, so it's not as valuable on magic-only tiaras or diadems as dexterity.

Actually, if you check the gambling price of coronets, you won't get many tiaras or diadems with a useful affix, let alone two, and getting two that are worth money is just about as likely as rerolling one. The point is using all the resources at your disposal to attain what you want, both gold and perfect gems can do this, but either way you need to go out and find the raw materials.
