How does slows target work?

More specifically….
Is it capped?
Is it applied through arrows?
Is it applied through magical attacks, ranged and otherwise?
If using a necro/druid who is wearing slows target gear, is it applied through minions?
How does it work in conjunction with Holy Freeze?
How about with Decrepify?

If I have 150% slows target, do the monsters start going backward at 50% their normal speed? (ok, that one was just a joke)

I think it would be fun to create a build based around this mod. I am thinking of trying an Amazon with Blackhorn’s 20%, Upped Riphook 30%, Nosferatu’s (10%), Cleglaw’s (25%). That’s 85% which I believe is the most I can get with a bow, but throw a Holy Freeze merc on top of that and…. well, I guess it all depends if the answers to my questions are in my favor :)

Sorry for not researching – I’m sure a lot of answers can be found in these forums or maybe in the facts and formulae guide in the strategy compendium, but I am at work so don’t have much opportunity to do anything but sneak in here for a quick post.

I looked around on AS out of my own curiosity as well, but never found anything. I assume it's capped at 95% like everything else in the game. Afterall 100% would be frozen. It works through arrows, but not magical attacked or minions. It works with holy freeze and I think decrepify. Put that unqiue slowing polearm on a holy freeze merc and things don't move so fast.

But if you don't want to follow my links than probably the most important info it that it's capped at 90% in PvM and 50% for PvP, so not sure how effective a slowazon or any other slow class might prove to be but adding holy freeze might just flow them enough, and if you could add in some freeze target it might just work.....If you plan on building a charachter class around this mod I'd suggest having much more affective for damage purposes when it comes to a weapon on switch. thats all IMO though, hope you find what you are looking for in the links.

I've learnt a bit about animations after that, so now I know my information was partially wrong or incomplete. The caps per source still apply AFAIK, but the rest is a bit different. Against monsters the total of (100-slow+EIAS) is lower capped at 15 for attack speed. For players/mercs//IG it's (100-slow-WSM+EIAS), some monsters like Blood Raven/Valkyrie/Shadows also use this, because they're equipped with a weapon too. Third linky by Zeppelin is still correct on slow% on run/walk rates, but the slow% bug has been fixed, and a minimum cap on run and walk speed is still 1 yard/s.
