Max Block with Whistans Guard

What is the actualy blocking percentage of whistans guard? Also, where can i find the formula for calculating amount of dex needed for max block.

Total Blocking = [(Blocking * (Dexterity - 15)) / (Character Level * 2)]

Total Blocking = 75 (desired/max)
Blocking = Block on whitstans based on char class + holyshield (if present) + any +%block (safety ammy, guardian angel,etc)
