yes it is

i haven't been playing awhile so i'm not sure the worth, but i'm sure a near perfect one should still be pricey

It's one of the rarest uniques in the game. The odds of finding are pretty staggering and the trade values for a perfect one are pretty extreme. I got mine by going on the trade forums and offering to trade for the crappiest DWeb available. I got one with -40 and +1 to PNB (worst stats possible) for Gul and Pul on USWest. And I think that guy was being somewhat generous.

if you were gonna go act 2 you should probably go for the one that would survive on its own the best, which would either be holy freeze (but shatters corpses so no CE for you), defiance for both of you, or might
