Clvl does not affect items that are dropped by monsters/chests.

Monsters have to be level 47 to drop a 7%mf small charm. So act 3 NM might be a good place to start searching for them.

I second this. Early act 3 NM is the best place for pure 7% MFSC's. It also makes you feel good killing all those little flayers :)
