I think that offer is way too low, that jewel is not mentioned in any of the HCL values threads but in SCL it is valued at 3-4 Ist. I would assume that like other items/jewels its value would be higher in HCL.

well ask yourself where you can use this jewel, so - 15 req to be good deal!
Maybe storm hm nice idea but perf diamond give 19 all and um give 22 aln and HM i use ETH spirit for + 2 so - 15 req are not good idea not only for me but for many others. Give me good idea where it can be use then i maybe give more for it. if was 15 all + 9 dex or 9 str it is something else :)
