There are hard caps on slow, which is 85% for attack speed and 75% for run/walk. Furthermore the maximum amount a source can slow a boss is 50%. Decrepify is a seperate way of slowing.

thx rtb that was exactly the info i had but was quoted the 50% cap in hell by another member on the zon forum....thx again i will post a link there to your numbers
Monsters never seem to completely stop.
My Merc has +50% holy freeze and I cast decrep +50% slow on a monster. It still moves etc but rather slowly.
That is because of the caps.

If you are summoning a clay golem and give your merc a Kelpie Snare (eth and upped, if possible), enemies will get even slower - the animation will be something like two steps per second. IIRC, my old ladder skellimancer never lost a single skeleton to any act boss up to and including hell Baal. He might have lost a few of them to the Ancients, I'm not sure about that.
BTW, you shouldn't use a HF merc for a skellimancer, but a might merc because your minions will deal far more damage then.
