I would guess this has come up before but I haven't seen it in my perusal of the forums. My understanding of this mod is that when you suffer damage (physical or magical) this modifier takes the % indicated of the damage done and subtracts it from your mana.
I have nightsmoke and tal's belts 50% and 37% damage to mana respectively, and when I get hit I don't notice any drop in my mana at all when I am getting huge drops in life. The character I'm using the belts on is a level 79 elemental druid, but I noticed the same thing with my cold/light sorc.
Either my understanding of this mod is flawed or the mod is bugged. Can someone please provide some explanation.

[edit] I think I may have answered my own question. Please verify if this interpretation is correct. %damage to mana takes half of the damage you receive and adds it to your mana. For example, with nightsmoke belt on (50% dmg to mana) you take 100 points of damage, your life will still go down 100, but your mana will go up 50.
If this interpretation is right I still question exactly how it works because I seem to lose well over twice as much life as I gain Mana
