What to do with it? I can't decide, IST my occy, I have 247 mf right now, or trade for something?

I would keep it and trade it away. Ask before you trade such as the Trade Forum so you dont get ripped.

What about making a Delirium helm for your mercenary? That's what I would do if I got an Ist.

well, at least in europe that's a pretty bad trade... all of thoose items are worth nothing by themself (well, close to nothing at least)... you could have gotten so much better stuff for that ist

Thats USEast Ladder at least... works out to about 6 Puls, 3 Ums, hence Ist.
