They were enabled in the 1.10 beta patch, when 1.10 didn't come out onto the realms yet. However, they were disabled in the final release of the patch.

They were never enabled. Only the name is there in the .mpq files, but no stats. We can only guess if this name once belonged to such overpowered stats.

I'm pretty sure I've heard of people finding this in the beta patch, though I may be mistaken. I didn't play it on my own.

They are ludicrously overpowered, and they were never coded into any actual game files. The fake stats were released by someone at Bliz with a sense of humour pre-patch, to get everyone excited.

Merman's Sprocket is a reserved unique name as RTB said, but the files (any version) don't even specify what item type they are.

The Constricting Ring is slightly more real, even though it has never been enabled in any patch. It has full stats coded into the game files, it is just disabled.
