Hi there! N00bie here. Is it true that items with random attributes (say a shield with varying defense) depend on character level when identifying? So for example, a higher character has a bigger chance of getting higher attribute?

No. The item is already completely created when it drops; it doesn't matter where, when, or how it is identified or who does the identification.
