Once I find one, can I just sit back and cube it until I get +skill? Or, does the ilvl degrade after a few rolls? It'd be interesting if I only had to find one GC and then reroll it however many times to get what I wanted.

The reroll recipe for charms (3 PGems) does not change the ilvl at all. So, if you find a GC that is high enough level (ie 50+) for +skills, it is just a matter of patience and gems until you get a skiller. Expect about 22 rerolls (ie 66 gems) on average.

Is it true that lower level charms have a higher chance to get +to skills since there are less prefixes/suffixes to choose from?

In general yes, it is best to be as low as possible while still being high enough, so exactly 50 is ideal.
However, if you are talking about the highest level mods (such as +skills) then it doesn't make all that much difference because there aren't many more prefixes left to add. A lvl 50 GC has about a 1/22 chance of +skill, a lvl 85 GC has about a 1/23 chance. A difference, but not a huge one.

I'm not sure I understand.

Skillers are req lvl of 42 correct?

I got a req lvl of 41 crap gc off of baals minions in hell, I didnt know if a skiller could be rolled on it, but after 12pgems I got a +1 to shadow disc.

So I know gc's of req lvl 41 gotten in hell can be rerolled skillers.

Required level is different from ilvl (item level). Thrugg is the master of statistics so he knows what hes talking about ;) RTB is a smartypants too

Sorry, but the level requirement has NOTHING to do with the item level. In fact, the level requirement changes every time you reroll the charm...

The item level is NOT displayed anywhere in the game, so you have to remember who dropped an item to know the item level. Sometimes you don't need to know item levels in such detail --- for example, any charm found in hell can turn into a skiller.
