ok just wanted to know
does the +1-2 skills on faith add to the fanat skill lvl ? (so it really be 13-17 range) just wondering so i know what to put in for this calculater http://diablo2.ingame.de/tips/calcs/weaponspeed.php?lang=english

You answered this so definitly but are you sure. I have read several posts on this and they all state that plus to all skills does raise the level of this aura not only the +1 or 2 from the bow but any others. People have been quoting the ias breakpoints based on the possibility of level 13 to 22 fanaticism.

It doesn't raise the Aura level. The bow isn't giving your char another skill. If it was, it would say, +15 to Fanatacism. But it doesn't say that, the mod is: Level x Fanatacism when equipped.
It's the difference between an Oskill and a "when equipped" skill.
Hope that clears this up.
