Hi all :howdy:
Id like to know if auto-mods like +3 fanaticism would raise that repaircost on a scepter.

Most probably, yes. Repair costs ~ vendor prices. An item totally depleted of durability costs as much to repair as buying one and the prices of some scepters/wands/staves are most probably that high because of the automods. Exception to repair costs: Auto-repairing items with no charges used up cost 1 gold to repair IIRC.
Back in 1.09, I once used a scepter with bonuses to paladin skills, socketed with a couple of maxdam jewels, for leveling my ~L40 paladin. When it had to be repaired, Larzuk surprised me with about 500k repair costs. I had to do a few cow runs with my amazon to get the gold :lol:

1 Ort Rune + 1 Chipped Gem (any kind) + Weapon = Fully Repaired and Recharged Weapon ?
alot cheaper than 500k gold.

That's right, but that cube recipe didn't exist in 1.09.
