Its fairly good for its level. Do note that a rare circlet can spawn with alot of modes such as +2 to all skills or +3 to a tree, along with up to +20 all res or up to 40 or 50 to a specific res, along with other gravy modes {cast rate / +hp / + stats like dex/str / frw / ect}.

Still a great helm for its level.

i dont know. when it comes to these helms, i always end up comparing it to jalas and see in what ways it beats it. now lets take a look.

that helm is level 52, this one is 10 levels lower. though it may lack a socket and 2 less in tornado, jalas has more FHR, defense, massive str bonus, has already 30% resists, has an open socket. this is just in the view of an elementalist, if you look at an overall point of view, you get 2 extra shapeshift skills, mana each kill, very useful in PvM, small attack rating increase for PvP.

Decent helm, but like Kazama said, jalals is just too good for its price/reqs.
