Im kinda new to the druid, ive only had one successfull windy druid reach lvl80 and i remember he was pretty fun :D. Except i wasnt reading the forums when i built him so he was a complete mess... I read fenris's windy guide and i wanna make sure what i have in mind the best way to build him, btw why was he banned?
What i have in mind:

Stats:
Strength - Base
Dexterity - Enouph for SS max block (How much at clvl99 is needed?)
Vitality - Everything!
Energy - none


Skills:
20 Hurricane
20 Tornado
20 Cyclone Armor
20 Twister
1 or 20 Oak Sage (Should i max this last?)
1 or 20 Bear (Or should i max this?)
1 Pres


Gear:
Shako (Would Jajals be better or nightwing pvp?)
Maras (Would a +3 Elementals + x%FCR be better?)
BP Enigma
Hoto
SS (Which shield should be used PvM, lidless?)
Magefist (Frostburn and trangs as alternatives...)
Arachnid
Sandstorm Treks
/
CTA
+
10 Ele Gcs
9 Vita Charms
1 Anni

General Questions:
What should i socket gear (shako, nightwing, ss, lidless)?
Are resistences a issue at high levels?
What are stuff i should worry about at high levels?
Can someone help me understand which one is better -x resistence/+x%damage.

Ok in the order you asked them.

1.He had an abrasive personality so I hear ;)

2.max oak. 1 point in bear.

3.Shako is the best aside from a few rare helms you probably can't afford, and aren't that much better anyway.

4. Maras is better.

5.Until I can equip ss, I usually either use sig shield or lidless.

6.Stick with mages Go for 100 fast cast with 2 10fc rings.

7.I use shael in shako, -req/res/stat jewel in ss.

8. Levels really don't have anything to do with res, but yes they are very important. Cyclone will barely stop 1 elem attack from most pvpers.

9.Dieing? ;)

10. -res is generally better, but neither should be a factor for windy, since hurricane is not your main damage source.

If i go with 2 fcr rings, first of all they will be expensive if i want other good mods, and if i dont, 10 fcr cant make up for +skills +mana.

go either 68% fcr or 99% fcr nowhere inbetween

20 fcr to hit the 99fcr breakpoint can very well make up for the + skills and +mana. And fcr rings can give you a lot of mana/life/stats as well.

I used 10fc/100 mana rings before I found/bought godly ones. They worked well.

In that case, will they make up for them permanantly, i mean... after leveling ditch the sojs, and use fcr rings?

They will work fine. I could switch back to them and be 98% as effective. Godly ones just make you look more pro :)

If SS gives druids 67% block (im pretty sure it does), then 237 is needed for max block at level 99 (this is the most painful level to get to)

S & S you really dont need to worry about block rate since everytime you level up your % will go down 1. simply put your cursor over your defence on the character screen and put 1-2 points into dex till 75% block is achieved. unless your doing this for planning purposes.. then i think there is a formula in fens guide.

I know im planning something around clvl85, this druid is gonna be PvP, but hes also gonna do runs, not necasserily mf runs.
