crafting a +skill item

Is the ammy the only item you can make a +skill item out of when crafting?
Also, can you use any ammy what so ever to make one as long is it a magic one. Or does the ilvl matter?

Any item that can have +skills as a rare item can have them as crafted as well.

Ilvl matters on what affixes the crafted item can have. As usual the item must be of atleast the same ilvl as the affix for it to spawn. The ilvl of a crafted item is ilvl of the base item / 2 rounded down + char lvl / 2 rounded down.

So you want a level 90 character and amulets / items found in the bloody foothills in hell for any crafting if you want to practically garuntee that all prefix's / suffix's are available. In the case of other things you want to appear, you would have to search the level the prefix is available and adjust your character doing the crafting so that the highest possible pre/suf(fix) is available.

Or just use base items from the Pit, Ancient Tunnels, River of Flame, Chaos Sanctuary or Worldstone Keep (or the few other alvl 85 areas I didn't mention). Stuff from there is ilvl 85, 87 (champions) or 88 (bosses and their minions).
