First thought when I found it was Blade Fury, but then I noticed the level...
Is the damage enough to compete with the usual lv 45ish weapons, though?

I like the name of it! - Pain Splitter
I've always been a fan of axes.
Nice low req's on it too.
Lvl 43 'passion' runeword can get more slightly more max dmg than that I believe. Not sure on min.

it would be pretty good for a cheapie level 45 barb...
Just gather some of those mid uniques and make a zerker! (or conc barb depends on your preference)

Ok, I'm completely new at this, but... assuming I decide to go this road, how far off am I on a "really cheap" build...
Pain Splitter
Shield- AToB? (Have an AToD, but not going to waste it on my first pvp attempt over level 15)
Arreats (have a 3%) or GFace?
3 Socket / Life Armor
Rings/Ammy- Angelics I assume
Belt- uh... String or a +100 life belt? or Deaths? can I get CBF elsewhere? Maybe IK?
Gloves- something with IAS... IK if I have another piece
Boots- am I better off going to 47 for Gores? otherwise is Sanders my best bet? IK, I suppose, if I need a 2nd piece to go with the gloves
Thanks

don't think making a barb to use a 13 durability axe is really purposeful....put together a fury druid...use the same sort of gear you'd use for the barb it'll do....nice axe btw, req's are key

Uh... won't fury eat up the durability even faster than zerk?

Stick with zerk imo.
13 durability is heaps for the life of a dueler!
I'd think about going to 47 for Gore's.
Depends on how cheap is your cheap.
Rings - I would try to get at least 1 ravenfrost if possible.
At 45, dwarf and raven become available.
If you go to 47 for gores, I'd use Arreat's - if stick at 45, perhaps Guillaumes - tough call.
Belt, Gloves = IK
You get your CBF from the ravenfrost ring.
Then go and check breakpoints to see ias req's.
Good thing about that axe is that you'll have a lot of spare points into vitality which is always a good thing!

yeah heres my 2 cents as for gear selection (i was too lazy to put it down before)
this is economy build:
IK glove/belt + (war travs or Waterwalks) OR IK glove/boots + string of ears. I recommend IK g/b and string.
Helm: Arreats is the best choice (socket: ias jewel)
Angelic ring/amulet. 1 raven frost.
Shield: Moser's blessed circle with 2x ias jewels OR tower shield of deflecting 2x ias jewels (larzuk socket). 1 extra socket aint worth lowered block speed or block chance.
Armor: Shaftstop with a +max damage jewel.
That gives you 25+45 = 70 ias (enough for 11 frame berzerk) 45% PDR if you go string, max block, and decent berzerk damage i think
Good luck with this =)
You could also substitute lance guard in as a shield (for the deadly strike) but i dont really recommend it. Up to you though. Personally i prefer shields of deflecting

My inital reaction to the original post was, "no way, too slow," and I think steve's statement says it all. 70%ias just for an 11-frame attack is not all that great.
Just for reference, it'd take 105%ias to hit 10 frames and 174%ias to hit 9 frames, which is as fast as you can hit with Berzerk.
Damage and speed are hard to come by all on the same weapon, so this still might be worth a shot. You will be completely eaten up by fast hitters though.

for a cheap-thrills Duel barb, i dont think 11 frame is too bad...
I spent 1/2 my time at 11 frame and 1/2 my time at 10 frame on my last zerker... I never actually hit 9 frame zerk. I think 11 frame should work.... good enough for government work
