When rerolling charms, only the charm ilvl matters?
So I can reroll charms with lv 1 mule, and still get same mods as with lv 99 char?(Assuming rolling same charm..)

Yes, you are right.

I have been told by d2 players in game that it does matter, but that's a myth. I have rerolled skiller GC's with my lvl 1 reroller mule.

It is crafting and gambling that depends on clvl, not rerolling, that depends on the ilvl of the charm (nm flayer jungle or higher for skiller GC's)

But i have heard that if you write the charms attributes you would like in blood on your computer monitor, it will roll that attribute :cheesy:

Yep, that's what it means. Although you have to remember 2 things;

1. A very high ilvl charm has a chance of having a good suffix mod (ex. +life)
2. A very high ilvl charm has more of a chance of not rerolling a +skiller.

ilvl needs to be the same or higher. You see, if something has a higher ilvl, it still retains it's ilvl, even if it has rolled something that an ilvl 1 charm could potentially have. The only way to tell whether a charm has a high ilvl is by remembering where it dropped. (Or if it has the a high roll)

I have rolled a few skillcharms with my lvl1 gem mule.
But you should know that that took thousands of perfect gems. I roll atleast 40 P gems every playsession.

where do you find that many p gems?
I'm lucky to find enough flawless for only 3-4 pgems.

Lots of MF runs would do it. I have only found ~60 Pgems so far, which only re-rolled into a simple "+1 to Combat Skill (Barbarians only)" GC. I still got ~30 more Pgems that I will use as soon as I find some GC to re-roll.

Any GC found past the NM Flayer Jungle will be fine.
People tend to overstate the importance of using exactly the right level charm. The chance of rerolling a skiller is maxed for charms in the mentioned parts of act 3 NM, at about 1/22. But even on a GC from Hell Baal the chance of a skiller is only dropped to 1/23. Yes, that's lower, but really not such a difference you'd notice.

Of course if you have 100s of charms lying around you might as well use the best one, but if you have to go looking for it to begin with, don't waste too much time making it perfect.

cube recipe:
3 perfect gems + magic item = new magic item of same type
(any blue-text magic item, including charms)
However, different stats on charms are only available at certain itemlevels (ilvl).
The charm you want to cube has to be of the same ilvl or higher than the stats
you're trying to get.

If I understand everyone here correctly, then NM Flayer Jungle is the first area level
(alvl) (and monster level? mlvl?) that is high enough to drop a +skills gc.
Is that correct?
And the higher you go, into act 4 and 5, and into Hell, the higher the ilvl is that can be dropped,
allowing higher level stats on the charms, thus allowing more and more different stats
to be rerolled, lowering the chance of rerolling +skills.

Yes, the higher the ilvl of the charm, the more prefixes it can have. But there are oh so many skill trees and oh so few (just THREE) higher level prefixes, that the chance is somewhat like Thrugg mentioned: 1/22 off flayer, 1/23 off hell baal. Doesn't make a difference to me and if I really decide to reroll (never done that), I'd do it with a baal charm - if I'd ever get 3x life, I'd blame myself for not using a charm from baal, where it could've been 4x. Not that I'll ever roll one with such high life, but I like to keep my options open when I start something.
