i have a growing amount of low-mid lvl runes (i.e. 4 thuls). where is the best place to find chipped gems to cube those runes to the next higher ones ?

Act 1 normal. Maybe Act 2, but I think flawed gems can also drop there, while Act 1 can ONLY drop chipped gems.
The few times I needed chipped/flawed gems with my Hell character, I just hosted a game called 'Need chipped ruby' (or whatever you're looking for ofcourse) and I had what I needed within five minutes every time.

I tried that yesterday (need chpped topaz) but it wasn't my lucky day ...

I get most of my gems from just a few places:
--The Pit (Hell) - good for a MF run and gold and a few gems -- multi-tasking made easy.
--Cow Level (any level - norm best for speed and high chips probability)
--Travencal (NM) - the council can drop lots of gold, gems, and even a "vanilla" skiller.
Just a heads-up...if you're not on ladder you'll only be able to cube up to DOL. It's one thing I've never agreed with in 1.10 that this is a ladder only formula (although I understand the reasoning), but that's the way it is...for better or for worse.

Tony-- He's looking for chippies, which I don't find nearly as prevalent in my NM and hell games. Run the cold plains and do tristram runes for new characters (means you have to host, but nobody does it for quest anyway).
This method got me about 45 in about 30 minutes.

Normal Act 3 Flayer Jungle always drops a ton for me.
I think Cows normal should net you lotsa chipped gems. Well, it worked for me.

Diablo should really allow things like putting gems on the ground, and let a strong enough barb with a big hammer smash them :clap:
Always reminds me of locked chests if you don't have a key... I mean, come on, any decent char should be able to stick his Gull into the lock and snap it open :-) I mean, the locks must be super-cheap, considering that every vendor on the planet sells an infinite number of keys. Or just smash the stupid thing, it can't be tougher than some stoneskin frenzytaur.
A great way to get chips is get a kinemils awl, leve a paladin to 23-24 and kill izual, max holy fire, equip the awl, but your bonus points in resist fire, join normal games with lots of people and run around act1 early areas with holy fire on doing 40-50 ish damage to everything inside of 19 yards. just run around picking up chips.
The catacombs are my favourite spot to search for these babies.
