Question about scs of Inertia

Last night while doing public baalruns I found an amazing amount of 5 small charms of intertia, 3 plains and 2 with 10 and 12 mana.
But they were all 3% frw. I checked the arreat summit and it doesnt say anything about that scs can have 5% frw. So can scs have 5% frw?

In 1.10 it was lowered to 3%, so you can't find 5% scs anymore. Old (pre 1.10) scs are still 5% tho.

is the inertia sc valuable? I threw them away to keep balance sc.. or am I doing something wrong?

Plain 3% frw scs are nothing special. They are common and I throw them away too if I need space. A good prefix can make them valuable though.
