how to socket and end up with 3 holes?

I have a Archon Plate with no sockets in it. I would like to end up with 3 sockets. I know Archon Plate can have up to 4 and the socket quest will put the max number of sockets into an item.

If so what else can I do to try to end up with just 3 sockets?

I know you can put it in the cube but who knows what you will end up with there.

Can I roll it in the cube again and again untill it comes up 3?

There is no 100% method to get 3 sockets.
Basically the only way you CAN get 3 sockets, note the emphasis on CAN and not WILL, is to use the cube socket recipe. You may end up with more.... or less..... though odds are that you will get 4.

Im guessing it will probably give you the number of sockets due to your character vlv and item level (coorect me if Im wrong please)

The socketing recipe is entirely random

1/6 - 1 socket
1/6 - 2 socket
1/6 - 3 socket
1/6 - 4 socket
1/6 - 5 socket
1/6 - 6 socket

if something cannot get that many sockets (i.e. 6) it will get the highest it could possibly get. So for any armour it would look like
1/6 - 1 socket
1/6 - 2 socket
1/6 - 3 socket
3/6 - 4 socket
