"Skillers" what are these ?

Have seen the term “skiller” mentioned a lot around here and wondered exactly what these are ?.

Have searched the forums in general and also the terms and abbreviations sticky with no luck. From looking at the trading forums i have come to the conclusion that they are some sort of charm but wondered what makes these different from normal small or grand charms and why these are so sort after?

Grand Charms with + to a skill tree.
Example:
Lionbranded Grand charm (+ 1 to all skills in the combat skill tree for a paladin)
Hexing Grand charm (+ 1 to all skills in the cursing tree for a necromancer)

There 3 types for each character class, there is also a list of all types on arreat summit.
