What is it (23 or 24?) and is it reasonable to assume anymonster that drops it can give it the special affixes (you know what I mean)?
Circlets don't have an extra Ilvl. It's called magic_lvl and it has these values:
Circlets: 3
Coronet: 8
Tiara: 13
Diadem: 18
It tends to increase the maximum Alvl, and also makes affixes with a higher Alvl more common.

So coronets aren't ILvl 35, tiaras aren't ILvl 70 and diadems aren't ILvl 86? More information on DiabloII.net that's wrong, I suppose.
Oh, so you mean quality level.
Qlvl:
Circlet: 24
Coronet: 52
Tiara: 70
Diadem: 85
Ilvl or item lvl is something different. Dii.net claims it's item lvl, while that is in fact the quality lvl. It's confusing.

Alright, so a MLvl of 24 can drop a circlet, and it can get ALvl 27 due to adding the Q+GLvls, so I'm assuming the first monster that can drop a circlet in the game (normal) can just barely give it those special affixes I mentioned, even on reroll?
A Mvl 24 monster doesn't tend to be able to drop from TC24, often it's just a little lower.
I don't know what you mean by special affixes either. Besides +skills circlets don't have so much affixes just for them. +1 to class skills prefixes require Alvl 36.
