i was just curious on how a person comes across a 20% FCR +2 all 20% r/w circlet (as stated in souless' guide). imbue? mf? bought?

Such a circlet would have to be rare, so you can get one via
- monster killing
- imbue (high levels!)
- gambling
If you have access to a lot of SOJs (non-ladder, botting, duping) you can reroll a rare circlet --- if I read the formula correctly, you can do that any number of times.
Since you are asking for 3 affixes, crafting is also an option (can get up to 4 affixes in addition to the fixed ones).
crafting, can you craft using rares and such? and what is the recipe to craft (i couldn't find a recipe that added % faster cast, or + skill)?

I've merely listed the possible ways to get such a circlet. Crafting is an option because in addition to the fixed mods that you always get, you also get up to 4 random mods.
I didn't try to find the rules for the random mods, but if it works like rares you should be able get the 3 mods you are looking for as random mods.

gambling is the easiest way to get those mods, gold is so easy to get hold of anyway.

You can gamble at any level with any merchant. You could be level 99 and gamble at Gheed in norm and get the same stuff as hell anya. The spawning of gambled items is based on your level and not that of the merchant you visit.
You can gamble +2 skills coronets starting at level 73, but you'd need to be level 82 to make sure that you're always eligible (due to the -4/+5 level on gambling)

what is the "rule" for the merchant to reset his inventory? do you have to leave town in the same act, can you just go between acts, or do you have to go to another waypoint all together?

If you want a merchant to restock their inventory of items for sale (not gambling), then just make a 1 player game and leave the act to reset the merchant's stuff.
For gambling, simply exiting the window and pressing "gamble" again will restock the gambling inventory.
hmm, since this is technically the thread for it anyway, can you cube circlets? say i have a circlet that i like, can i cube it? do they have to be rare or magic? do i get to keep the stats?
