The ww bps for all 2 handed weapons (not including any swords):
-10 -30 -60

The ias needed to get to those bps varies depending on the weapon's base speed. Only ias appearing on the weapon matters for ww. No outside ias will affect ww speed.

Ok, say I have a Colossus Voulge with a base speed of 10. If I give it 4 shaels, would it go like 10-20-20-20-20=-70? So it would hit the last BP?

exactly.

Also, I should probably mention what the breakpoints mean...

-10 = attack every 8 frames
-30 = attack every 6 frames
-60 = attack every 4 frames

The game runs at 25 frames per second, so -10 is 3 attacks per second, -60 is obviously twice as many (6 attacks). Of course an attack is just a swing, not a hit.
