I think I pretty much know the answer. It's easy to get to -110 IAS with a -30 Phase Blade and 4 Shael runes, which also leaves room for Fire Facets.
Has anyone used another weapon? Like, a 5-Shael Scourge? Don't get me wrong, I realize that the 6socket Phase is the best idea, but man, I think druids look straight-up dumb with swords. You cannot beat how druids look (or any char for that matter) with flails (except those wannabe casters carrying HotO around all the time).
Any bonuses for style points? :lol:
you need 110 ias on the pb not just 80 ias. So to hit 4 frames on a bear you need 4 x shael and 2 x xx/15 mod/ias jewels. On a wolf its impossible to hit 4 frames with fc thats why most fc shapeshifters are bear.
Most fc bears go for 4 x shael + 2 x ar/ias jewels, but all resist/ias isnt bad either.

Actually, the 110% IAS actually means 4 shaels and 2 ias jewels (4*20+2*15=110) so there is no room for fire facets. A scourge can't reach 4 frame fireclaws. A giant thresher is the only other weapon that can reach 4 frame fireclaws, but then you are missing all the bonuses from your shield so a phase blade is kind of the only choise. Unless you want to sacrifice killing speed for style.

Ahhhh, I guess I misunderstood the FC guide when I read it. He said something like "get a 110 IAS Phase Blade." I guess that means in addition to the -30 that the Phase already has? So, that puts it at a -140 requirement for a 4-frame FC - is that right?

If you mean converted into the WSM thingie that includes the weapons base speed modifier then yes. Since the calculator in the sticky requires the base speed to put in seperately it is less confusing to use the amounts of IAS on the weapon when talking about the speed of weapons.
