I'll try answering some of your questions...
I'm pretty sure shockwave works in PvP, but at a reduced duration and it's blockable.
If you don't want a mediocre fireclaws as a second attack, I suggest you max werebear and put the rest in hunger.
If you like fireclaws, max it and firestorm and use a stone armor for the synergy(unless it's forbidden in your duels). You probably have to leave oak at 1 point and skim some points from werebear(or vice versa).
I hope you have enough attack rating for melee duels seeing that you don't have HoW.
I would think maxing warebear is good idea seeing how it gives dmg and much needed def. The big question would be oak or wolverine spirit. Im pretty sure with the right equipment max lycan and ss charms with life u can get over 3k life. So maybe HOW is the better option but then again u can always use angelics. And about shockwave, unless you pour points into it i think the stun length is way too short esp pvp
well thx for the help well if you can block shockvawe and whit its short range it seems pretty usles,AR is no big problem for me (i use angelic combo) and i need alot of life to survive.

Skills, don't use Oak. Use HoW unless you fight Casters. You need the AR [even if you use Angelics] and the increased Dmg is well worth it. Even if you fight Casters, it's best to only use Oak at base with +Skills or with the extra points you have left over. You will have plenty of Life without Oak. And yes put the 20 in WB, no other choice if you are a pure Mauler.
Extra points like I said can go into Oak, Ravens to cause block, Wolves [watch these they can provide nice Leech with no Dmg penalty in 1.10], or go into making yourself a Maul/FC Hybrid. 1 in Hunger has it's uses especially against Summons.
A Bear without Shockwave is a Bear with his goods hanging out for people to kick freely. Shockwave is the best PvM Skill and a good one in PvP if you know what you are doing. Duration is not shortened in 1.10, it gives the proper length. Misconception often comes from assuming it didn't change in the patch, and the fact if you use Maul, it resets the Stun Swirl with Maul's duration. If you notice, the duration on Maul Stun turns out to be a lot shorter. Blockable isn't really a problem and never has been, I can always get one to hit, and always have been. And the Range isn't a problem because face it, you are Melee and you don't have a Range Melee Skill like Charge or even Whirl. So you are going to need to be close anyway. It's easy to use when being approached, when retreating or another is retreating. Face it, it puts a longer Stun on and gives you a good chance for that first attack to induce FHR, even moreso with Blocklock being removed. Really this is the only reason I replied to this, a Bear without Shockwave isn't a Bear at all, you're just a poser who might as well just use Beast to Shift like everyone else.

No shockwave? ewwwww
Aside from that, yes, max HoW. lycan, maul, wb, and I like fireclaws for more ar, myself. also, one shockwave and hunger (old school wb player).
