am i correct that the better jewels and charms drop in say hell cows compared to nm cows
are all items dependant on difficulty?
so if i want to find skill charms and like 3 to skills ammys, i should be doing hell cows?
same for runes right?
I've just started NM Cows on b.net and yes, the drops are much better (gear-wise, anyway). However, while they're nice, NM Cows are also very tough. I can't even begin to imagine what Hell Cows would be like.

In short, yes... I think the drops are increasingly better from Normal -> NM -> Hell.

let me put it this way ... last ladder i had a 96 hammerdin with the best of the best gear (enigma, perf hoto, cta) everything. And i could solo hell in a 8 player game easily. But hell cows in a 8 player game i had to watch my self. It was difficult, but do-able.

Got some pretty good drops in a NM cow run earlier. A +1 skills ammy, some +1/2 skills gear too. NEAT!
Hell cows is not that difficult if you have high defense and blocking (besides uniques, all attacks are pure physical).
While hell will generally yield better gear, never underestimate what you can find in nightmare. Today, my friend and I took some of our higher characters (myself a level 88 mf sorc, he a level 77 find item mf barb) on nightmare Travincal runs in the hopes of finding skill charms. On the second run, a council member drops a 194% Herald of Zakarum! Also, I have found a javelin skill charm with 12%fhr in nightmare cows while leveling up my mercenary.
Skill charms can be dropped from NM Flayer Jungle on, so they're not so high level. Items can be dropped from monsters if the item level (=not character level) is the same or lower than the monster level.
For Uniques there are some more rules, with Treasure classes, which means that for example Pindeskin can drop a spiderweb sash, but not the unique one. But that's a bit complicated and I'm not an expert.

Specifically for the +3 skills ammy, I would recommend gambling instead of wild hunting. Or even trading, because I believe no-one will dupe +3 skills ammy.

Don't forget Damage Reduction, if you're going all out defensive.

The difficulty you gamble in has no effect on what you can get and neither does the Act you chose to gamble in. You will be able to get the same items from Hell Anya as you will from Normal Gheed. The only thing that matters is your characters level.

I think it has more to do with Character Level.

Yes. The lvl 50 wil see different items too and it will be more expensive. But the modifiers of rares will be better, a level 4 will get 5% poison resistance with +1 to light gloves, while the level 50 can get +30% resistance modifiers for example. Also, if a level 4 chooses a cap he could get the unique cap, while a level 70 or something could also get the peasant crown or the harlequin crest unique shako. There is a very small chance this will happen though.
