I was told that when making runeword armors like Enigma and Chain of Honor the repair cost go way up, is this true and if so would it be a waste to use a 3 socket dusk with 15%ed and 15%max dur. worth using?

I'd say if you can "afford" to make either of those armours, then you're likely to have no problems collecting a couple of random rare items every now and then for selling to merchants to fund the repairs.

It doesn't have to be rares.
Elite armors always sell for 35k, IIRC. Exceptional/elite staffs/wands with some +skills on them also tend to go for 35k.
If you have those runewords, you shouldn't have problems with the repair costs --- gold isn't worth anything in D2, as there is SOOOOO much of it.

Why use cash? Shouldn't you be able to repair armor with the same cube formula as with non crafted (it is worth a try).
The cube formula for repairing items (irrespective of their type from what I've tested-- Which was set, uniques, and normals) is RAL + Armor repairs the armor fully. If it has charges of any type (Neither of the ones you're talking about do), then you'd use a RAL + Flawed gem to fully repair and recharge.
RAL runes are still fairly easy to come by-- I have a hell and a NM char that I use pretty regularly and between countess, cows and other general places I come about them fairly often. Give it a try.
