Non-stop NM cows and no result?

For the life of me, I can't find a non-magical divine scepter (should get 5 sockets... i'll throw it on my lvl 27 LLD).

I must have done 10 NM cow runs.. I've seen elite items drop.. but not a single divine scepter?

Are they accorded some sort of rarity level? Can they not drop in NM Cows? What's the deal?

Same thing happened to me today when I was searching for a white dimensional blade. I did 7 nm cows and 2 hell cows and not one blade.
