If I was to put in 5 Hel runes in a weapon, would the reqs be reduced to 0?

Yes, for str and dex reqs.
Level would remain the same.

maybe if you hel rune tyrael's might i'll bug it somehow, or maybe it'll give u strength, like +20 strength, ???

0 * 15% = 0 * .15 = 0

0 - 0 = 0

Therefore, nothing will happen, and it'll be a waste of two Hel runes (one directly and one indirectly).
