And is there a 1.10 website that lists all the TC's and possibly what monsters will drop from each TC?

Meph can drop items with a qlvl of 87 or less which are (roughly spoken) TC 78 or less. Only a few charms (e.g. xx/36+ life GCs) and perhaps a few jewels have a qlvl higher than 87, so if the TC is low enough, Meph can drop any item.
See here (http://www.diabloii.net/items/item-generation.shtml) for a TC list. Note: This is 1.09 information... all TC 90 items are TC 87 now and a few have been moved to a lower TC, e.g. laquered plate IIRC. Monster drop information might be outdated as well.
In addition to what krischan said, Hell Mephisto cannot drop Zod rune or any pieces of the Cow King's Set.

Does anyone know how much of the info on the item generation page has changed since 1.10? For example, I know the clvl for buriza changed with 1.10 but does that affect where it can drop or who can drop it?
That item generation page was a godsend when it was released in 1.09. A 1.10 update to it would be equally welcome.
It is not as prettily formatted, but all the necessary information can be found here (http://mywebpages.comcast.net/tokusanya/110_full_tc.txt).
There was very little in the way of base item change, just the TC90s being moved down to TC87 as kris said, and Shadow Plate moved down from TC87 to TC84.
But a few uniques have had their qlvl adjusted, plus of course all the new ones have been added.
The biggest change has been in the monsters themselves. Their mlvls have changed substantially, and the scaling TC effect has been added, which has changed everything really. At the risk of swamping his server, if you have Excel or at least an Excel file reader, you can read this spreadsheet (http://members.shaw.ca/KurganXXL/D2/WhatCanDropFromUniques.xls) Kurgan put together that shows exactly which special monsters can drop what through the whole game. If you access it, I recommend saving it locally so you don't have to refer back there, it would be a shame if he had to take it down.

Actually, 36-40 is still droppable by Meph, as it only requires mlvl 77. 41-45 is not droppable, however.
