What's the highest possible BO using CTA?

For a non-barb, what's the highest possible battle order level? I think it's 19, but I seem to recall someone saying they were in the 20's. Am I missing something?

+2 mara
+1 CTA general mod

+1 battle command
+1 anni
+6 BO from CTA

Total = 19 BO

Am I missing something obvious here?

i managed to acheive 14 with a 2bo cta and all the above mentioned gear... cept anni that is, couln't quite get my hands on that... :grrr:
