Only the IAS on the primary (usually screen-left) claw will contribute to DC.

It seems to me that you are wrong. Both WSM AND IAS are averaged.

Note : for me a Shaeled Bartuc is not a good option since you can have quite easily the last bkpoint, and that IAS are averaged.

EDIT : if i'm not wrong, the bkpoints are :
0 174%
1 75%
2 58%
3 48%
4 40%
5 34%
6 30%
7 26%
8 22%
9 20%
10 19%
11 17%
12 15%
13 14%
14 12%
15 10%
16 9%
17 9%
18 9%
19 7%
20 7%

(1st column = BoS slvl, 2nd column IAS needed on equipment -this table includes the 40% IAS bonus on Nat Claw)

for ex if you have no IAS on your gloves, and that you wear Highlord's Wrath, you'll need a lvl 9 BoS.

With a Shael'ed Bartuc, and the same equipement, it will save you only 3 points in BoS. Yet, if you have full Nat set, and Bartuc, you already have 3 + 2 + 2 = +7 to BoS, so with only 1 pt in it you reach lvl 8. With Highlord's Wrath you reach the required 9 pts. (so you don't need Shael in your Bartuc ...)

If you want to use Fade instead of BoS, you see that you need 174% IAS, and you'll never make it if you want to have a decent equipement ...

Only the WSMs are averaged. You can test it out very easily for yourself.
