I've just started playing this game again and figured that I would build a "fishymancer" to get me started. Anyway, It seems to me like teleport would be a *HUGE* convenience, and all of these necromancer guides mention it. The thing is... they don’t tell you how to acquire them.
As far as i can tell you can get teleport on the following:
- Enigma (I will never be rich enough for this)
- Amulet with charges of teleport
- Sorc Staff with charges of teleport (Naj's would be nice)
- That really weird axe that has a lot of charges on it
O.K. thats all good and fine... but how do I get them. I've heard that you can just buy the staffs from the merchants (if so: where at what level). I've also heard of people gambling amulets. (I think that the staff would be handier, as you can just use weapon switch, but none the less what is the best level to gamble for these?)
*Also these charges are going to be *VERY* expensive to repair so how do I get around that obstacle.
(I used to have a cowing necro machine back when necros "sucked", Ironic how I used to be able to kill the whole level by myself with some creative herding and use of lvl 37 corpse explosion) Can't wait to get back to the necro ownage.

like u said, charges are heaps expensive to repair. this is when the handy ort rune cube recipe comes in handy. i havent actually gotten around to trying this yet, but i believe it will also repair charges, so it uget one with heaps of charges, and dont use it too much, that could work. obviously, the best shot would be enigma, which is what ill be shooting for this season, but its a long way till that yet, so if u find an answer, be sure to let us other skellie lovers know. either way, u need runes, lots of runes.

Easiest way to get your necro teleporting is to shop for a staff, as you suggest. I got mine off Nightmare/Mara, if memory serves me correctly.
Next easiest I would say is getting an ammy. I prefer this method, as you don't need to weapon switch (I always manage to lose a skellie or two when I switch), so in an ideal world you want something with plus skills and teleport charges on it, and maybe some resists thrown in for good measure. I've never gambled yet as I just don't have the patience for it. I got my tele ammy from the trading forums for the princely sum of 5PGs (before ladder reset, mind you).
Hardest but best way imo is enigma, but I, like you, am a bnet pauper, so such riches are a good few hell-forge runs away, alas.
If you want to keep tele charge repair bills down, try and get an item with a very low skill level of tele charges on it. As teleport is a one-point wonder, it won't improve your tele skills by getting high lvl charges, but it sure will knacker your bank balance. And as Sammy says, having a few Ort runes handy will help with that, although I think the cubing recipe is 1 Ort rune and a chipped gem (any kind) to repair and recharge an item (Ort rune alone just repairs it).

I've gone with tele charge ammy's before, but don't have luck getting good secondary mods, I'd really like +skills, charges, and mf, but oh well. For a while my necro was using a +1 zon skill, lvl 2 tele charge ammy, until I found a naj's staff (repair is 19xx gold/charge). If you're sc nl east, I've got an ammy or two around that I could give ya. Mine were all done gambling in the various acts of hell by the way.

Thanks for your offers to just give them to me, but alas I’m in hardcore east. I don’t need any hand outs but I thank you for the spirit in which that aid was offered. What I could use is more stuff like this: "Shopping Mara in Nightmare", as well as if you can gamble these where and at what level.

I always will check the magic vendor in a5 in nm before i do a baal run. by the 20th+ I find one. Just have 500-600k gold on you when you do, because the staff is expensive.
Once you get your first, start magic finding like crazy till you get Naj's (that's what I did. The charge repairs on either are super cheap (1-2k a charge, which means you can't tp all over the place, but you can when it matters).
I'd probably go for a good +2 prismatic magic find amulet with charges over an enigma, seeing as how I could put the enigma on another character or if I'm wealthy enough for an enigma, I would spend my wealth on more important gear.
In Single Player, I usually buy a simple Gnarled Staff of Teleport (33 charges) with no skill bonuses from Normal Ormus in Act 3. It's about 2k gold per charge, so I have to aggressively sell item drops to feed my Teleport skill which I must use sparsely, which adds some depth to playing the character. Keep in mind, I play severely underpowered team games with my friends on a LAN, but it's fun.
It takes me at least an hour to shop for a simple Staff of Teleport.

ort+chipped+weapon = Fully & repaired recharged weapon
ort+weapon = repaired weapon no recharge

Ral Repairs Armour + Flawed if has charges
Ort Repairs Weapons + Chipped if has charges
This is easiest and cheapest way to repair expenisve runewords and big charge items!
