What is a good fcr goal for PvP poison necros?

A good goal would be none for a non-teleporting PvP Necro. Since poison needs the 2 second duration in order to work, spamming it at an insane rate with a lot of FCR doesn't make sense. Just let it work over 2 seconds.

Well 48 lets you tele at 11 Frames. You decide if you want faster than that. The next bp's are 75 and 125.

75. Any slower then that, and you'll get caught A LOT.
