Does cold mastery increase the damage given from the cold armors??? It seems to not affect the damage shown on the skill tab, but does it change through some bug??
i dont' know if cold mastery effects the cold armors. but i know you won't be able to tell by looking at the skill tab. or the stat tab. cold mastery reduces enemy resistance. that can't be calculated until you know the monster. so cold mastery doesn't show up in the dmg listed.

exactly. remember cold mastery doesn't increase spell damage, but lowers enemy resistance...so it wouldn't be shown on the skill screen.

perhaps i misspoke. The question I am really asking, is does the cold mastery still reduce the enemy's resistance if i am using a cold armor to do the cold damage since it is a passive skill and I am not actively attacking with it. I'm not real sure on this but if anyone has any input i would greatly appreciate it.

Sure Cold Mastery works! Remember, CM reduces the enemys cold resistance, nothing else. So any spell from a sorc or a weapon she wields, that deals cold damage will deal more damage, since the resistance reduction form CM kicks in. Since the cold armors deal cold damage CM works for them too.
