Hmm....what exactly do you mean? You're gonna have to clarify on this a bit. It sounds like you're talking about something to do with mana cost. If this is the case, every point in teleport lowers the cost of casting it, but it really isn't worth more than a single point and letting +skills do the rest.

rate of mana regeneration per second > cost of teleport * number of teleports per second

depends on how often u teleport innit.....

Even with base energy at level 75, I can hold down teleport and lose no mana if I find a mana regen shrine :)

Depends on your amount of mana since that is coupled with the mana regeneration rate. If you start loosing more mana than you think is good for you while teleporting either have some mana potions ready or rejuvenation potions. Upping the lvl of Teleport to reduce casting cost is only viable in PvP. For PvM investing more than 1pt is worthless.
